The basic purposes of the California Environmental Quality Act (CEQA), as established by the California Code of Regulations (CEQA Guidelines, Section 15002), are to:

  • Inform decision-makers and the public about potential, significant environmental effects of a proposed project.
  • Identify the ways that environmental damage can be avoided or significantly reduced. # Prevent significant, avoidable damage to the environment by requiring changes in project through the use or alternatives or mitigation measures.

Disclosure of information

For projects that are not exempt from the environmental review process, CEQA requires the preparation of an Environmental Impact Report (EIR) for a project which may have a significant environmental effect (CEQA Guidelines, Section 15064(a)(1)), or of a Negative Declaration (ND) or Mitigated Negative Declaration (MND) if no significant environmental effects will occur (CEQA Guidelines, Section 15070).

The environmental documents listed below have been prepared and are available for public review.

The public review period ends at 5:00 p.m. on the last day of the Review Period.

Description:

The City of Oxnard Planning Division (lead agency) has prepared an Environmental Impact Report (EIR) on the following proposed project.

The proposed Sakioka Farms Specific Plan would amend the Oxnard 2020 General Plan and provide the framework, guidelines, standards, and regulations for orderly, phased, market-responsive development of master planned business research, office, commercial, and industrial uses of up to 8.5 million square feet. Up to 900 residential units with a park and neighborhood retail are an optional use in the center/west area. A fire station, streets, utilities, and other customary supporting development and landscaping would be developed under appropriate current and future regulations and subsequent environmental review. The intensity and types of development may shift from one Planning Area to another and the overall Specific Plan development would be regulated by a trip generation budget that maintains Level of Service ‘C’ at all intersections unless otherwise specifically excepted by the Oxnard City Council.

In accordance with Section 15087 of the California Code of Regulations, the Planning Division of the City of Oxnard has determined that an Environmental Impact Report is required for the Project.

(Assessor Parcel Numbers 216-003-007/-010/-014/-015).

Description:

The City of Oxnard Public Works Department, Capitol Improvements Division, has reviewed a project on the following proposed project:

Phase I Recycled Water Backbone System (RWBS) for GREAT Program

The City of Oxnard (City) is implementing the Groundwater Recovery Enhancement and Treatment (GREAT) Program – a comprehensive water resources effort to increase local water supply reliability and to meet the needs of a fast-growing population. A major component of the GREAT Program is the Phase 1 Recycled Water Backbone System (RWBS). The Phase 1 RWBS includes a pipe distribution system with capacity to convey recycled water from the Advanced Water Purification Facility (AWPF) to potential users throughout the City and neighboring areas.

Phase 1 RWBS will include approximately 41,660 feet of recycled water pipe. The project will include the streets of Vineyard Avenue, Patterson Road, Oxnard Boulevard, Hueneme Road and Perkins Road within the Cities of Oxnard and Port Hueneme. The pipeline starts at the AWPF which is located at Perkins Road and runs approximately 3,920 feet north along Perkins Road and west along Hueneme Road to Ventura Road. The pipeline then runs approximately 26,050 feet north along Ventura Road to Gonzalez Road. Phase 1 pipeline also includes the River Ridge Golf Course loop which runs west along Gonzales Road from Ventura Road, north along Patterson Road, and east along Vineyard Avenue to Ventura Road. The pipeline length along the River Ridge Golf Course loop is approximately 11,690 feet.

The GREAT Program was reviewed under a Program EIR (SCH#2003011045) that was approved in May 2004. The construction of the entire system was analyzed. This Mitigated Negative Declaration (MND) was prepared as there is new information in regards to archeology and this MND is focused on the underground pipelines for the project.

In accordance with Section 15070 of the California Code of Regulations, the Planning Division of the City of Oxnard has determined that there is no substantial evidence that the proposed project would have a significant effect on the environment, and that a mitigated negative declaration (MND) may be adopted.

The draft document is available for review at the Oxnard Planning Division office, 214 South “C” Street (8:00 a.m. to 6:00 p.m., Monday through Thursday, and 8:00 a.m. to 5:00 p.m. on alternate Fridays), and at the Oxnard Public Library, 251 South “A” Street (9:00 a.m. to 8:00 p.m., Monday through Thursday, and 9:00 a.m. to 5:30 p.m. on Saturday and 1:00 p.m. to 5:00 p.m. on Sunday).

ANACAPA INITIAL STUDY

Project Location: 4781 and 5001 W. Wooley Road, at the northeast corner of Harbor Boulevard and Wooley Road (APN: 196-003-329).
Description: Planning & Zoning Permit Nos. 08-400-04 (Coastal Development Permit), 09-300-01 (Tentative Tract Map), and 09-590-01 (Coastal Zone Variance). A request to construct the “Anacapa Townhomes” on a 4-acre vacant property located at the northeast corner of Harbor Boulevard and Wooley Road, in the Oxnard Dunes neighborhood. A tentative subdivision map would create five parcels and subdivide for 70 air-rights condominium units; a Coastal Development Permit to construct five multifamily three-story structures with a total of 70 condominium dwelling units, recreation buildings, first floor garages, and related site improvements; and a Coastal Zone Variance to permit architectural projections in specified setback areas. The project is consistent with the City of Oxnard’s Coastal Land Use Plan and Coastal Zoning Ordinance. An Initial Study and Mitigated Negative Declaration was prepared in accordance with the California Environmental Quality Act (CEQA) Guidelines, and is being re-circulated with a revised Biological Resources section that clarifies and amplifies the original analysis. Location: Generally described as: north side of Hueneme Road, east of Edison Drive, west of aids Road, and south of Tierra Vista and Villa Capri Neighborhoods, within the City's Southeast Community. See attached project map. The site is not a listed toxic site.
Description: The Northern Subarea consists of approximately 322 acres of the Study Area lying north of Hueneme Road that is currently used for agriculture. The SouthShore Specific Plan proposes to provide a mix of uses including up to 1,283 residential dwelling units of varying types and densities; an elementary school; a high school; a community park; neighborhood parks; an 18-acre lake; a mixed-use commercial marketplace; light industrial uses; and open spaces and trails. The SouthShore Specific Plan also proposes a system of public facilities and service infrastructure to support the proposed development.
For South Ormond Beach Project Marathon Land et al:

Location: Generally described as: south side of Hueneme Road, east of Edison Drive, west of Arnold Road, and north of coastal dunes and beach areas. See attached project map. The project site is not a listed toxic site.
Description: The Southern Subarea consists of approximately 595 acres. Approximately 367 acres will be developed as a business park, including a business/research campus, light industrial facilities and harbor-related uses. The remaining 228 acres would continue in agricultural use and would not be annexed to the City as part of this project. This property may be sold to the California Coastal Conservancy or partner organization for use as part of the larger Ormond Beach wetland restoration project. The California Coastal Conservancy is coordinating the restoration and maintenance planning of this area. All existing agricultural uses will continue in this area until the restoration process begins.

Notice of Intent to Adopt A Mitigated Negative Declaration MND # 09-01
Project Location: The project site is located at 2655 Saviers Road, Centerpoint Mall.
Description: (Planned Development Permit), request for approval of a Master Plan to guide future development of the Centerpoint Mall site located at 2655 Saviers Road. New structures would be built on an as-needed basis, potentially spanning the next ten years. Currently, the shopping center site consists of 369,057 square feet. Build-out of the Master Plan would increase development on the site to 450,759 square feet. The parking lot would be reconfigured to provide landscaping, travel aisles and loading zones. The number of parking spaces would be reduced from 1,845 existing spaces to 1,320 proposed spaces. Administrative Relief of Parking Provisions is requested to provide fewer parking spaces than required by ordinance. Entrance drive improvements with new sidewalks to facilitate pedestrian access are also proposed. Several improvements to Saviers Road and Laurel Street are proposed for traffic safety. The Master Plan includes Architecture, Lighting and Sign Guidelines.

Location: The 28.16 Acre Site (25.16 acres and 3 acres) is addressed as 3455 E. Fifth Street (APN 216-0-160-29) and 3460 Sturgis Road (APN 216-0-160-04), and is bounded by Fifth Street and Sturgis Road, and east of Del Norte Boulevard.
Description: The project consists of two Special Use Permits to allow the development of a wholly enclosed concrete batch plant, an Asphalt Batch Plant, a related office structure, and other related structures. The project involves a Tentative Tract Map that will divide the two existing parcels of three acres and 25.16 acres (APNs 216-0-160-04, -29, respectively) into seven proposed lots. Proposed Lots 1-3 will be for the Concrete Batch Plant, Asphalt Batch Plant, and the office structure. Proposed Lots 4-7 will remain vacant until proposals for light industrial type developments are proposed. A proposed zone change and a general plan amendment for proposed Lots 1-3 would change the existing M-1 zoning to M-2 zoning and the General Plan Designation from Light Industrial to Central Industrial. A shared access driveway (Street A) will serve all parcels and will be accessed by Del Norte Blvd. The plants and the office structure will be to the south of the proposed access driveway, and the proposed four light industrial type lots (Lots 4-7) will be north of the access driveway. There will be another shared access driveway serving the four lots (Street B). The development applications and proposed permitting for Lots 4-7 will be reviewed on a project basis and is not a part of the environmental document. Associated Ready Mix is the property owner for APN 216-0-160-04 and Tenby, Inc. is the property owner for APN 216-0-160-29; this is a joint application between the two property owners.

ORMOND BEACH DEIR (MAY 2007) - PUBLIC COMMENTS

In May 2007, the City of Oxnard released the Draft Environmental Impact Report (DEIR) for the Ormond Beach Specific Plan projects for public comment. A thorough review of the numerous comments received on the May 2007 DEIR resulted in reconsideration of the analysis in key issue areas and the need for a subsequent public review and comment period on the document.

Written and verbal comments submitted on the May 2007 DEIR resulted in minor revisions throughout the document, but most of the notable revisions are generally concentrated in four issue areas: Water Resources, Biological Resources, Air Quality, and Alternative Analysis. The revised DEIR document was re-circulated in July 2008.

Due to inquiries raised during the review period for the July 2008 DEIR, two files are provided here for information only. The first is a spreadsheet that summarizes all written and oral comments received during the May 2007 DEIR review period. The second is a compilation of all written correspondence received during the May 2007 DEIR review period. Note that comments submitted for the May 2007 DEIR are not a part of the July 2008 DEIR and are not subject to the review and comment process currently underway.
