2030 GENERAL PLAN - GOALS AND POLICIES
Goals and Policies (September 2011). Contains goals and policies that are intended to guide a wide range of public and private development decisions through 2030. The Goals and Policies document includes the seven State-required elements (land use, circulation, housing, open-space, conservation, safety, and noise), optional elements (sustainable community and military compatibility), and the 2006-2014 Housing Element, which is to be adopted under a separate process. The land use map and circulation diagram are in Chapter 3. Many goals and policies are continued from the 2020 General Plan. Changes were made based largely on input from the four workshops held over the summer of 2010. Adopted specific plans remain unchanged. Goals and policies are assigned to City departments and/or divisions for implementation.
