CEQA Guidelines
The basic purposes of the California Environmental Quality Act (CEQA), as established by the California Code of Regulations (CEQA Guidelines, Section 15002), are to:
- Inform decision-makers and the public about potential, significant environmental effects of a proposed project.
- Identify the ways that environmental damage can be avoided or significantly reduced. # Prevent significant, avoidable damage to the environment by requiring changes in project through the use or alternatives or mitigation measures.
Disclosure of information
For projects that are not exempt from the environmental review process, CEQA requires the preparation of an Environmental Impact Report (EIR) for a project which may have a significant environmental effect (CEQA Guidelines, Section 15064(a)(1)), or of a Negative Declaration (ND) or Mitigated Negative Declaration (MND) if no significant environmental effects will occur (CEQA Guidelines, Section 15070).
The environmental documents listed below have been prepared and are available for public review.
The public review period ends at 5:00 p.m. on the last day of the Review Period.
All comments should be provided in writing to the Staff Planner, and received by the planner before the end of the public review period. Written comments can be mailed or faxed (805) 385-7417 to the Planning Division, 305 214 S. C Street, Oxnard, CA 93030. Postings may be removed once the review period has been expired.
NOTICE OF INTENT
TO ADOPT A MITIGATED NEGATIVE DECLARATION
MND 2013-01
| The City of Oxnard Planning Division has reviewed an application on the following proposal: |

| Project Location: | The 5.5-acre site, located at 1560 Mountain View Avenue |
| Description: | A request to construct a 102,016 square foot warehouse containing a 72,324 square foot cooler, 6,279 square feet of offices, and a 23,413 square foot receiving canopy with 14 loading docks. Filed by John Muller, Johnson-Muller Architects, on behalf of Western Precooling, 1451-D Rice Avenue, Oxnard, CA 93030. |
| Review Period: | The MND 20-day public review period begins on Thursday, March 14, 2013 and ends on Tuesday, April 2, 2013.
All comments should be provided in writing and received before 5:00 p.m. on the last day of the review period. | The City of Oxnard Planning Division has reviewed an application on the following proposal: |

| Subject: | PZ NOs. 12-540-01 (Planned Development Permit); 12-500-1 (Special Use Permit); 12-510-1 (Special Use Permit for Alcohol), 12-300-1 (Tentative Map). |
| Project Location: | 130, 150, 250, & 300 Esplanade Drive. |
| Description: | A request for a planned development permit to redevelop the Food 4 Less/Target site at the corner of Vineyard Avenue and West Esplanade Drive. The subject site is also bounded by Wagon Wheel Road (bridge) to the north and the railroad right-of-way to the west. The former Target building (117,534 SF) would be demolished and the site will be redeveloped with construction of a 159,954 square foot shopping center, associated parking, landscaping and circulation improvements. The project includes a new Food 4 Less grocery store with alcohol sales for off-site consumption, a 14- pump gas station, two new retail buildings, and the rehabilitation of two existing buildings (former 24 Hour Fitness building and current Food 4 Less building). A tentative parcel map would divide the three existing lots into six lots. A master sign program, changes to the landscape configuration, addition of transit enhancements, land dedications for roadway improvements, and a future multi-use trail are also proposed. | Description: | The Northern Subarea consists of approximately 322 acres of the Study Area lying north of Hueneme Road that is currently used for agriculture. The SouthShore Specific Plan proposes to provide a mix of uses including up to 1,283 residential dwelling units of varying types and densities; an elementary school; a high school; a community park; neighborhood parks; an 18-acre lake; a mixed-use commercial marketplace; light industrial uses; and open spaces and trails. The SouthShore Specific Plan also proposes a system of public facilities and service infrastructure to support the proposed development. | ||||||

| Description: | The Southern Subarea consists of approximately 595 acres. Approximately 367 acres will be developed as a business park, including a business/research campus, light industrial facilities and harbor-related uses. The remaining 228 acres would continue in agricultural use and would not be annexed to the City as part of this project. This property may be sold to the California Coastal Conservancy or partner organization for use as part of the larger Ormond Beach wetland restoration project. The California Coastal Conservancy is coordinating the restoration and maintenance planning of this area. All existing agricultural uses will continue in this area until the restoration process begins. | ||||||
